Chapter 12 Annex 8 - ATAS : Refusal Notice – Text templates
No ATAS Certificate
You have applied to enter the United Kingdom for a period of study/or research (delete as appropriate) in (enter subject) by research at (enter University) for (state period NB must be in excess of 6 months) as this forms part of your degree course at (state university) in (state country). This is a course listed in paragraph (1 or 2) of Annex 6 of HC395, as amended by HC40, and as such you are required to provide an Academic Technology Approval scheme Certificate, issued by the Counter-Proliferation Department of the Foreign and Commonwealth office. You have not provided such a certificate. Your application is, therefore, refused. (Paragraph 57 (ii) (b) and 57 (v)(iii))
You have applied to study a post graduate degree in (enter subject) by research at (enter University). This is a course which leads to a (Doctorate /Masters) degree and is listed in paragraph 1 of Annex 6 of HC395, as amended by HC40. You are required to provide an Academic Technology Approval scheme Certificate, issued by the Counter-Proliferation Department of the Foreign and Commonwealth office. You have not provided such a certificate. Your application is, therefore, refused. (Paragraph 57 (v)(i))
You have applied to study a post graduate degree in (enter subject) at (enter University). This is a taught course which leads to a Masters degree and is listed in paragraph 2 of Annex 6 of HC395, as amended by HC40. You are required to provide an Academic Technology Approval scheme Certificate, issued by the Counter-Proliferation Department of the Foreign & Commonwealth Office. You have not provided such a certificate. Your application is, therefore, refused. (Paragraph 57 (v)(ii))
ATAS certificate for a different University or course
You have applied to enter the UK in order to complete a postgraduate degree by research/study in (state course) at (state university). This is a course where you are required to provide an Academic Technology Approval Scheme (ATAS) Certificate issued by the Counter-Proliferation Department of the Foreign and Commonwealth Office. This certificate must relate to the course, or area of research, you intend to undertake and at the institution at which you intend to undertake it.
You have provided an ATAS for (state university) relating to (state course). This does not cover the course you wish to undertake. You are therefore unable to meet the provisions of paragraph 57 (v) (i) (ii) (iii) (delete as appropriate)
ATAS certificate is not genuine
You have applied to study/research (delete as appropriate) (state subject) at (state university) in the United Kingdom for (state period). This is a course where the Immigration Rules provide that an Academic Technology Approval Scheme (ATAS) Certificate is required. You have provided a document which, you say, came from the Counter-Proliferation Department of the Foreign & Commonwealth Office.
I have examined the document you provided against a document supplied to me by the FCO and I am not satisfied that it has been genuinely issued to you for the purpose of studying in the UK. I am, therefore not satisfied that you possess such a certificate and I refuse your application (Paragraph 57 (v) (i) (ii) or (iii) (delete as appropriate) read with Paragraph 320 (21).
