Chapter 4 Annex 3 - Refugee or stateless persons travel documents issued by certain International Organisations
African Development Bank (ADB)
The Bank issues two versions of a laissez-passer.
The ordinary document has a green cover and the diplomatic has a red cover. Both contain 72 pages and are printed in English and French.
The documents are not valid for travel to the UK.
International Red Cross
The International Red Cross authorities issue a Travel Document in the form of a continuous sheet of eight pages printed in seven languages. It is usually valid for one year and is only exceptionally renewable for six months. The sole purpose of this document is to facilitate the journey of a stateless person to a country which has agreed to accept him. When he/she arrives in that country the document becomes invalid. Visas should not be endorsed on travel documents issued by the International Committee of the Red Cross. When authorised, visas for holders of these documents should be endorsed on Declarations of Identity.
Organisation of African Unity (OAU)
The Organisation of African Unity issues to its officials a laissez-passer printed in English, French, Arabic and Amharic; it has a navy blue cover and contains 32 pages.
The document is accepted as a valid travel document by the Government of Kenya and no Kenyan visa is required when the holder is travelling there on official business.
It is not valid for travel to the UK.
Organisation of American States (OAS)
The Organisation of American States issues to its officials for travel between member states a travel document, printed in Spanish, English, Portuguese and French and having dark blue covers but not indicating the nationality and place of birth of the holder.
The document is accepted as a valid travel document by the Government of Barbados and the British Virgin islands when the holder is travelling on official business of the Organisation, though a visa is required for both territories and national passports must be carried for private travel. It is also recognised by the Government of Jamaica and no visa is required.
It is not valid for travel to the UK.
